Any mechanism must explain the available evidence. For free radical halogenation, the available evidence is:
The reaction requires either light or heat.
The reaction will cause many chlorinations to occur with only a small amount of light.
The reaction will continue for a while after the light is turned off but will later stop.
The wavelength of light which is most effective in chlorination is that which is known to cause the reaction Cl2 ---> 2Cl.
Oxygen will inhibit the reaction.
Trace amounts of ethane can sometimes be found after the chlorination of methane.
